Perform highly responsible supervisory, advanced bookkeeping and administrative work which involves supervision of accounting clerical activities of six to ten subordinate personnel for the Circuit Court of Jackson County. Will supervise and perform accounting duties in posting amounts of court costs, bonds, fees and fines, and other payments due the court. Validate amounts, balances accounts and posts receipts and disbursements in a computerized system. Check postings with receipts to insure accuracy; disburses money based on order of the court. Directly supervise processing of cases assign, direct and supervises and coordinates the work of Court Clerks and make recommendations for the hiring and training of personnel. Will do processing of cases involved in civil, criminal and probate case processing. Collection and receipt of court costs, bonds and fines; financial accounting entries. Compile statistical reports disburse funds; participate in financial audits and posting of costs, collect and disburse funds; prepare bond deposits and monthly reports. Performs a wide variety of court technical accounting supervisory reviews; reviews and processes legal documents, assure completeness and accuracy of court records; responsible for specialized case accounting activities; answers procedural questions for staff. Prepares or supervises the preparation and timely dispatch of operational and detailed accounting reports monthly as well as on an ad hoc basis. Supervises the collection activities of court costs including updating and implementing procedures to notify parties, and take additional action on delinquent accounts/bad checks as necessary. Trains, directs, and coordinates workflow of an accounting unit composed of court clerks responsible for recording accounting transactions. Assist with the maintenance and implementation of an accounting system which provides for the safeguarding of funds by monitoring monies on deposit with the court, segregating duties of clerks sufficiently to provide internal control and establishing review process to insure uniformity and accuracy of accounting records. Assist with development and monitoring accounting internal controls; participates in review of audit findings and assists in the implementation of recommended changes to accounting procedures. Assist with maintaining accounting systems for cash receipts, cash receivables and cash disbursements journal in an area with a high degree of activity. Performs daily and monthly postings and reconciliations. Prepares deposit information and maintain employee personnel records and payroll information. Manage and disposes of records and prepares forms and manuals. Will be liaison between the court and the public regarding accounting records of the court and its administrative procedures.
Graduation from high school and five years of general responsible clerical experience of which three years must have involved considerable accounting duties and one year must have been in a supervisory capacity. ( Education above the minimum stated may be substituted on a year for year basis for the required general experience; experience above the minimum stated may be substituted on a year for year basis for the required education.) Experience in a court or law-related setting is beneficial, but not required. (College education may be substituted on a year-for-year basis for up to two years of general (non-supervisory) experience.) Thorough knowledge of accounting principles and practices and financial procedures. Knowledge of court procedures and policies, legal documents, laws and legal terminology beneficial. Extensive knowledge of modern office practices and procedures and familiarization and skill in the use of standard office equipment, including automated accounting systems. Knowledge of data processing applications in an accounting setting. Ability to maintain a variety of complex records and prepare reports from such records. Ability to plan, assign and supervise the work of subordinate employees engaged in a variety of activities. Ability to express ideas concisely and clearly, orally and in writing and to understand and follow complex oral and written instructions. . Ability to establish and maintain effective working relationships with others.
